Revolut applies the mandatory PSR reimbursement rules from 7 October 2024, with a £100 excess per claim and a 13-month window to report the fraud. Crucially, the scheme only covers transfers between two UK accounts — a payment sent to a non-UK account falls outside it entirely, whatever the circumstances.
What actually happens in practice
According to data obtained by Which? from the Financial Ombudsman Service, Revolut customers referred 3,242 APP fraud complaints in the 2024 calendar year — the highest of any UK bank or payment firm, ahead of Monzo (2,344) and Barclays (1,704). Which? reported a further 1,875 complaints referred in 2025 for APP fraud alone. Reporting also notes that fraud complaints against Revolut, Monzo and Starling have grown faster than their respective customer bases over a three-year period.
